Stripers / Rockfish - How do you catch them?

I know how to catch catfish. I have caught some decent sized catfish over the years, but I have been thinking of trying some striper fishing on the Potomac River (where they call Stripers "Rockfish"). I would like some pointers on how to catch a nice striper. Would I want to troll with a lure? Use live bait?

I have read a little bit and it seems that this is the time of year to get out there (November-March or so). I just need a clue on how to go about catching a monster striper.
